Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Finance Specialist I within the Office of Finance Programs.

Main Purpose of Job

The primary responsibility will be to deliver the Department's finance programs to appropriate customers in support of the agency's core mission to create, attract, and retain businesses in the State.

POSITION DUTIES

Incumbent will be responsible for analyzing the economic impact of business projects in order to recommend the appropriate type and level of financial assistance; prepare appropriate analysis and summary of proposed incentive transactions; present analysis and summary of transaction to appropriate authority for approval; coordinate the documentation, closing, and funding of the approved incentive transaction; and assist with ongoing follow-up of the transaction if required.  This position interacts with customers, industry, agency personnel, jurisdictions, and other State agencies. The selected employee will possess excellent interpersonal, written and oral communication skills; the ability work with high level public and private sector officials and maintain effective working relationships and handle multiple, concurrent and high priority projects.   Some statewide travel is required.  

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in Business or Finance and

Experience: Five years of experience in administrative staff or professional work. Three years of this experience must have involved commercial bank lending experience that includes: underwriting, credit analysis and collateral evaluations.   Equivalent education and experience is acceptable.

Notes:

1. Additional experience in administrative staff or professional work in the areas listed may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work in Finance or functioning as a staff assistant in the finance field of work to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in reading, analyzing, and interpreting a variety of financial statements, business plans, financial and credit reports.

Experience in conducting analysis, collecting data, establishing facts, and defining problems.

Familiarity with business accounting and finance.

Proficiency with the Microsoft Office Suite for Windows including Word, Excel, Access, and PowerPoint, Google Mail and/or other relevant software.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
