Introduction
MEMA is looking for a diligent, organized and detail-oriented individual who is excited about making Maryland a safer place to live and work, by developing/conducting training programs and designing/delivering exercises.
This Contractual position is considered emergency essential, and may operate on 12 hour shift rotations in the State Emergency operations Center (SEOC) in support of response operations.

Main Purpose of Job
This position serves the State, its State Agencies and local jurisdictions in developing exercise materials and facilitating and delivering discussion-based and operations-based exercises.
Although this position will focus on exercise development, it will also require classroom instruction and course curriculum development. Task will include: Developing Training Course content and curriculum, Developing, planning and facilitating, Discussion-based exercises according to the Homeland Security Exercise Evaluation Program (HSEEP) model. Developing, planning and executing Operations-based exercises according to the HSEEP model Supporting the National Capital Region (NCR) Training and Exercise projects. Attending/leading planning meetings. Completing grant reports as needed.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Desired Qualifications
One year of professional experience working in emergency management.
Bachelor's Degree in Homeland Security, Emergency Management or other relevant field
Master Exercise Practitioner (MEP) Program certification
Certified Emergency Manager (CEM) certification
This position requires strong and demonstrated communication and organizational skills, as well as proficiency in the following technologies: Basic word processing and document generating software, such as Microsoft Word, and Google Doc, Spreadsheet software, including Microsoft Excel and Google Sheets.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS
This position is considered emergency essential and supports emergency functions during times of heightened activity, including operating within an on-call, rotating schedule to attend to all emergencies on a statewide 24/7 basis, supporting the State Emergency Operations Center (SEOC).

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
