Main Purpose of Job

The main purpose of this position is to assist the Maryland Department of Health's (MDH) Budget Management Director to direct the operations of the Budget Management Office (BMO). The BMO is responsible for the preparation and management of operating budgets for each of the Department's 48 programs with an aggregate total budget in FY17 of $12.9 billion. This position will be responsible for work in preparing, presenting, and/or executing agency budgets for assigned units as well as providing supervisory oversight of two (2) budget analysts. The budgets this position personally analyzes constitutes $437.5 million in FY17; and this position's staff analyzes budgets constituting $11.7 billion in FY17. This position will also function as the Fiscal Officer for the Office of the Secretary and the Deputy Secretary for Public Health Services administrative units, both of which have budgets of $14.3 and $6.9 million in FY17, respectively. This entails working all facets of fiscal and administrative budgetary matters, as detailed in the job description for this position.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will possess any of the following:

  • experience supervising staff in a budget or financial setting
  • experience reviewing and preparing budgets in a public/state accounting or financial setting (i.e. using FMIS, the State's Financial Management Information System or other equivalent system)
  • using Microsoft Excel (or equivalent) software

The preferred candidate will also possess:

  • strong analytical skills
  • good oral and written communication skills
  • strong leadership skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
