LOCATION OF POSITION

This position is located in the Inventory Standards and Support Services Division (ISSSD) for the Department of General Services, located at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

This position is responsible for managing the Statewide Surplus Property Program, which includes the Statewide Online Auction and the Statewide Vehicle Disposal programs.  The Department of General Services (DGS) serves as the control agency for the disposal of excess State property, and provides policy, guidance and direction to State agencies in accounting for, and disposing of unwanted property.  This position manages that process, to include the coordination and oversight of online auctions run by a third party vendor on behalf of the State.  DGS is also the coordination agency for the Federal Surplus Donation Program within Maryland, and this position is responsible for managing this program.  This includes determining eligibility of non-profit and local government entities for the Federal program, administering the donation process, ensuring compliance with Federal regulations, and providing regular reporting to the Federal government on statewide activities. This position supervises four subordinate positions.

POSITION DUTIES

Duties for this position include but are not limited to:

ONLINE SURPLUS PROPERTY AUCTION PROGRAM:
• Administer the online auction site for State surplus property sales.
• Provide user training for Client Asset Server/ approve users’ access to Client Server.
• Establish auction dates, opening bid amount and increments for auctions to be released for sale.
• Ensure auctions are paid and picked up timely by contacting delinquent bidders/buyers.
• Serve as liaison with buyers and 245 Property/Accountable Officers to establish best practices, provide customer service &, present surplus property to maximize revenue.
• Approve non-profit organizations/Local jurisdictions for state donations on the online auction site.
• Prepare online auction reports for DGS executive management.
• Determine alternative disposal methods for property that does not sell on the online auction site.
• Evaluate property conditions for sale to public.
• Work with online auction vendor to build unique marketing messages for higher value property.
• Review and analyze historical trends and auction buyer activity to maximize bidder involvement and revenue recovered.
• Know, understand and apply the COMAR regulations relating to personal property, donations and alternative disposal mechanisms.

FEDERAL SURPLUS DONATION PROGRAM:
• Determine eligibility of donees requesting to be part of program based on Federal regulations.
• Ensure program is being administered per State plan.
• Access federal GSAXCESS system to review surplus property and advise donees of availability.
• Submit reports to General Services Administration.
• Liaison with District Small Business Administration office.
• Conduct compliance audits for Federal Donation recipients.
• Update and maintain State Plan.

STATEWIDE VEHICLE DISPOSAL PROGRAM:
• Lead/manage the Vehicle Disposal Services program and the associated staff.
• Make recommendations and assist the Program Manager in administering other programs and special assignments within the Division.
• Assist in the development of a new 5-year contract for live/simulcast vehicle and equipment auction services.
• Develop and implement rules, regulations, standards and controls for carrying out and completing the work of assigned programs.
• Plan, organize, direct, supervise and evaluate performance of assigned subordinate personnel.
• Assist in the development of solicitation specifications for specialized auctioneering services.
• Assist in updating and maintaining the Statewide Inventory Control Manual.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

This position is open to applicants who meet the minimum and selective qualification(s) listed below. A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e. knowledge, skill, or ability) required.

1.  Two (2) years of the required experience must be in the area of online sales to market a product or service to the public, and in applying government regulations and policies within a specific program and ensuring compliance with those policies.  

2. One (1) year of the required experience must be in a position that prepared presentations and conducted training.

DESIRED OR PREFERRED QUALIFICATIONS

1.  At least two (2) years of supervisory experience is strongly preferred.

2.  Excellent oral and written communication skills.

3.  Excellent customer service skills.

4.  Ability to perform multiple tasks as well as delegate responsibilities.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
