Main Purpose of Job

This position serves as the Division Chief of Evaluation, Research, and Data Analytics working within the Planning Administration in the Office of the Deputy Secretary for Health Care Financing. This position will be responsible for overseeing the evaluation of existing programs and new initiatives being piloted by the Medicaid Program- including overseeing the evaluation of the HealthChoice program, the Behavioral Health Integration, and the Chronic Health Homes, as well as other evaluations requested by the Centers for Medicare and Medicaid (CMS) and the General Assembly. This position will also be responsible for performing research and formulating options and recommendations for programmatic changes to promote continuous quality improvement, efficiency, and cost-effectiveness. The position will be responsible for translating and disseminating evaluation and research findings into internal staff and external stakeholders. This position will also monitor federal and state regulatory changes and legislative proposals and evaluate their potential fiscal impact on the Medicaid program. This position will serve as the Contract Monitor for the Department's memorandum of understanding with the Hilltop Institute at UMBC. This position will also be responsible for reviewing requests for Medicaid data submitted by other State agencies and external stakeholders and ensuring HIPAA and privacy law complaint agreements are put into place when appropriate. The position will attend stakeholder meetings, internal program and staff meetings, conference calls, committee meetings, and hearings as needed to represent the Planning Administration. This position will also provide managerial guidance, feedback, and support to Health Policy Analysts.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have a thorough knowledge and demonstrated application of Medical Assistance policies, regulations, and guidelines.   The desired candidate will also have experience exercising judgment related to and conducting evaluation, policy, and data analysis directly related to Medical Assistance Program.   Additionally, the desired candidate will have familiarity with health reform activities underway at a state level including the Maryland All-Payer Hospital Waiver and the Affordable Care Act.   Excellent project management, writing, and communication skills are essential.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
