Main Purpose of Job

The main purpose of this position is to oversee multiple programs and services rendered from within the Behavioral Health Administration's Office of PDMP and Overdose Prevention Applied Data Programs. This Office administers the State's Prescription Drug Monitoring Program (PDMP), manages analyzes and provides data for public health programs with the goal of reducing inappropriate substance use and its negative consequences in Maryland. With a focus on building data collection and analysis capacity to support research,surveillance, planning and program administration and evaluation, the Manager is responsible for implementation of multiple federal grant-funded projects that involve close partnerships with health information technology service providers, academic centers and state and local government agencies, as well as other internal and external stakeholders, including the PDMP staff. The position proposes policies and procedures to maximize data management and analysis capability across multiple office program areas and supervises data analysts and project coordination staff.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position should possess at least one of the following:

  • graduate degree in Public Health, Health Science, Hospital/Health Care Administration or related field with research or statistical coursework
  • familiarity with managing or analyzing PDMP data, pharmaceutical or health services data or other HIPAA-covered data preferred
  • experience performing health research and/or evaluation work, particularly in the fields of behavioral health or substance use epidemiology
  • experience evaluating, analyzing, researching or developing health care services, policies, and/or programs
  • strong analytical skills and excellent communication and organizational skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
