Main Purpose of Job

The Case Management Specialist I is an entry-level position that will provide case management services to juveniles in a residential setting. The position will develop and implement a plan of positive social integration, accountability and competency for asocial, anti-social and emotionally disturbed youth referred to MD Department of Juvenile Services by police, parents, schools, other agencies and community members.  

POSITION DUTIES

The MD Department of Juvenile Services (DJS) is seeking to fill a DJS Case Management Specialist I entry-level position in the DJS Metro Region’s Community Services Office in  Rockville, MD.  The Case Management Specialist I is an entry-level position that will be responsible for investigating incidents that resulted in delinquent behaviors among youth offenders.  The CMS I will complete Risk and Need assessments to determine the appropriate supervision levels for youth offenders. The incumbent will prepare Treatment Service Plans that are responsive to the needs of the youth and their families. The CMS I will represent the Department in juvenile court by providing testimony and written reports regarding the treatment, rehabilitative needs, and progress of the youth who are under the supervision of the Maryland Department of Juvenile Services.  The DJS CMS will maintain updated information on youth progress in   ASSIST, Challenge and METS databases.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: None.

Note: 1.  Candidates may substitute an Associate of Arts degree in the social or behavioral sciences or criminal justice from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Social Services classifications or Social Services specialty codes in the Social Science, Psychology and Welfare field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

• Candidates who possess at least a Bachelor's Degree in a Social and Behavioral Science major such as: Criminal Justice, Sociology, Human Relations, Psychology, Child and Adolescent Studies, and Social Work are desired.

• Candidates who possess at least 1 yr. of experience providing services and/or supervision to at-risk juveniles are desired.

LIMITATIONS ON SELECTION

The recruitment is limited to candidates who are willing to perform the tasks listed In the DJS APPLICANT WILLINGNESS STATEMENT. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates appointed to positions in this classification must obtain certification by the Maryland Correctional Training Commission.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. In accordance with the Correctional Services Article of the Maryland Annotated Code, Section 8-209, the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations 12.10.01.04, general regulations of the Maryland Correctional Training Commission, and include: U.S. Citizenship or Resident Alien status Must be at least 21 years of age A thorough background check, including fingerprinting and drug testing An oral interview, and Physical and psychological examinations. 2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

SELECTION PROCESS

EXAMINATION PROCESS

The assessment will be a rating of your application based on your education, training, and experience as it relate to the requirements of the position. Therefore, it is essential that you provide complete and accurate educational and employment information on your application.  Please make sure to provide sufficient information on your application to show the qualifications for this recruitment. For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.   If you are scheduled to complete an educational or licensing requirement within six months of the assessment, you may participate in the examination process.  Permanent Maryland State employees may also complete necessary experience requirements within six months of the date of the assessment.  However, such candidates will appear in pending status on the eligible list until documentation has been received that the educational and/or experience requirement have been met.  Credit may be given for relevant part-time, temporary or volunteer experience, if you list the number of hours worked per week.  The Certified Eligible list will be used by the hiring agency to select employees. Please note that your answers on the supplemental questionnaire must correspond to the information provided on your application to receive credit. Applications that do not include a completed supplemental questionnaire will be considered incomplete and may be subject to disapproval.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
