Main Purpose of Job

***The Worcester County Health Department (WCHD) has two vacancies associated with this recruitment. One vacancy exists with the Behavioral Health Unit, WCHD. The other vacancy exists with the Environmental Health Unit, WCHD.***

Administrative Officer I, Behavioral Health Unit

The main purpose of this position is to assist the Behavioral Health (BH) Director administratively by analyzing operational programs and/or procedures, interpreting plans, policies, and grants. This position will also be responsible for assisting the BH Director with budgets, supervising the program and/or program staff. This position may also coordinate the work of the Medical Assistance Transportation (MAT) program, confer with the BH Director, administrative officials, and others in order to exchange program information, interpret policies or offer recommendations in developing policy/procedures. This position may also provide supervision to the MAT program and staff.   

Administrative Officer I, Environmental Health Unit, Emergency Preparedness, and Health Planning

This position will assist the Environmental Health, Emergency Preparedness, and Health Planning Unit. The main purpose of this position will be to utilize Geographic Information Systems (GIS) analysis to create maps, display data, and prepare reports to identify and/or address the public health needs of the community. This position will be utilized to conduct research, health surveillance and demographic trends to assess community needs, and respond to infectious disease or environmental health emergencies. This position will also identify specific locations of at-risk populations to develop preventative measures as well as conduct field work during peak seasons for WCHD.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: One (1) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Administrative Officer I, Behavioral Health Unit

The desired candidate for this position will possess previous experience in supervising and/or managing a Medical Assistance (MA) Transportation program. 

Administrative Officer I, Environmental Health Unit, Emergency Preparedness, and Health Planning

The desired candidate for this position will possess previous experience working with Geographic Information System (GIS)/Mapping.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
