Main Purpose of Job

Under the direction of the Program Administrator, the main purpose of this position is to assist in managing functions of the Core Service Agency, including, but not limited to: planning, managing and monitoring activities; collecting and tabulating data; identifying resource development needs; coordinating with other community resources, and participating in problem solving with community stakeholders.  This position will assist with developing, implementing, and reporting on behavioral health plans within the jurisdiction. Maintain a working knowledge of Maryland's publicly-funded behavioral health system in order to review and pre-authorize services; assess high-cost users of mental health services and coordinate with Administrative Service Organization (ASO); assist ASO in developing individualized treatment plans for service users; investigate complaints. Represent the needs of individuals with mental health disorders and promote knowledge around mental illness. Complete general administrative duties for Core Service Agency.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling or a related field.

Notes: 1. A Bachelor’s degree from an accredited college or university in another field plus one year of professional experience in health services may be substituted for the specific degree.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have knowledge of current treatment and rehabilitation techniques in the field of behavioral health, as well as available local services  .Ability to develop, coordinate, and work with available inter-agency and community programs and services.  Ability to work with medical and allied professions in the development of necessary services.  Ability to present needs of individuals with mental health disorders and promote knowledge around mental illness, mental health wellness, available services, the connection between mental health and somatic health, etc. through education to various public and professional groups. Ability to prepare informative and accurate reports on program accomplishments.  Ability to communicate effectively with co-workers, management personnel, program participants, health care staff and the general public.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
