Main Purpose of Job

This position designs, implements and manages one or more specialized programs and/or projects providing improved access to delivery of benefits and/or increased diversity of employment programs offered to eligible customers of the Family Investment Administration within the geographical boundaries of Baltimore City Department of Social Services. The Family Investment Administration of the Baltimore City Department of Social Services directs activities to assist families with children while preparing them for independence.

POSITION DUTIES

Creates, directs and manages development and implementation of major projects of new and innovative methods to deliver public benefit and/or employment training programs by developing performance goals, time lines, and identifying necessary resources(funding, human, facility, equipment). Advises Deputy Director for FIA as to project status, barriers, proposes solutions and adjust priorities.Monitors project as to deadlines and manages support provided by the Office of Innovation and Finance. Develops cost effective performance driven management systems. Establishes standards and evaluate performance. Resolves operational and procedural problems and conflicts;responds effectively to a variety of changing situations; interprets, manages, and prepares program performance budgets at the customer, division, department and project level. Coordinates with community and/or department work groups to facilitate successful implementation of major projects or programs.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Eight years of experience in administrative, professional or technical work, three years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education, three (3) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

One year of project management, contract management or community engagement experience.

LIMITATIONS ON SELECTION

Limited to candidates willing to accept employment in Baltimore City.
