The primary mission of the State Treasurer’s Office Banking Services department is to manage and control banking relationships for all banking needs for the entire State of Maryland and to anticipate State agency needs and respond timely to State agency requests. Its primary function is the accurate and timely recordation of State funds and the reconciliation of the State’s bank accounts to the State’s internal accounting system.

POSITION DUTIES
- Documents and reviews all merchant services activity for all State agencies
- Conducts annual merchant services validation to ensure all merchant IDs, settlement accounts, agency contacts and credit card equipment are accurate and up to date
- Primary back-up for Community Banks specialist, to include tracking, documenting and reconciling all community bank activity, and ensuring all outstanding transactions are cleared from the reconciliation on a timely basis and deposit match reconciliation process is complete
- Primary back up for Disbursement Reconciliation Specialist, to include reconciliation on a daily basis of the State's five primary vendor, payroll and income tax disbursement accounts
- Second tier back up to the Treasurer's main reception area
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor’s degree from an accredited four-year college or university including or supplemented by at least 18 credit hours in accounting, business administration or equivalent subject.
Experience: Four years of employment in responsible public administration, business administration, office management and/or accounting or auditing, one year of which must have been in work concerning accounting, investment securities, insurance investment, insurance company home office offering property and casualty experience.
OR
Education: Graduation from a standard high school, including or supplemented by 18 credited hours in business administration, accounting, or equivalent subject.
Experience: Eight years of experience as defined above. At least one year of the experience must have been in work concerning accounting, investment securities, insurance investment, insurance underwriting, or in an insurance company home office offering property and casualty experience.
Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in financial administration and program classification or financial administration specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.
1) Two years of the required experience must be specifically in electronic/merchant payment transactions reconciliation and reporting, such as for a corporate office or merchant services provider.
2) Two years of the required experience must be in a banking operations and/or corporate accounting environment reconciling in-house and client accounts to a general ledger, analyzing reports & financial trends, and using other similar financial management skills.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.
- Experience with back office commercial/government banking, specifically credit card processing strongly preferred
- Ability to create Excel spreadsheets using advanced skills (such as complex formulas, linked spreadsheets, V-Lookup, and Excel reporting using graphs and macros), Access and Word
- Experience using online merchant services reporting system and using online bank reporting systems
- Experience in the credit card industry interpreting and applying credit card rules and regulations and security (PCI DSS, EMV Chip, etc.)
