Main Purpose of Job
This is a full-time contractual position. This position plays an integral role in the sustained enhancement of Maryland's Birth Defects Registry Information System (BDRIS). This position works with hospitals and other providers to facilitate timely, accurate, and complete reporting of birth defects in infants, including Zika-affected infants. This position also works with healthcare providers, stakeholders, and impacted families to improve linkages and referrals to care for Zika affected infants and their families. These roles serve the public health purposes of: a) timely linkage of all infants with birth defects to appropriate care, including Zika-affected infants with birth defects; and, b) providing a foundation for epidemiologic surveillance and research related to Zika virus and birth defects.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor’s degree from an accredited college or university with a major or a minimum of thirty (30) credits in one of the biological or physical sciences.
Experience: Three years of experience in public health investigation work.
Notes: 1. Applicants must indicate on the application form the courses and total number of credits in the required courses.
2. Applicants may substitute one additional year of experience for the thirty credits in one of the biological and/or physical sciences.
3. Applicants may substitute a Master’s degree in Public Health from an accredited college or university for one year of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Public Health Officer or Preventive Medical Officer classifications or Public Health Officer or Preventive Medical Officer specialty codes in the public health investigation field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The desired applicant should have experience with medical records abstraction/medical coding, case management, and developing procedural manuals. The desired applicant should also have experience with maternal and child health programs.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
