Main Purpose of Job

The Prevention and Health Promotion Administration (PHPA or Administration) mission is to improve the health of Marylanders by reducing the transmission of infectious diseases, helping impacted persons live longer, healthier lives, and protecting individuals and communities from environmental health hazards. PHPA works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards.

 The Center's HIV Care Services is the service unit of the Administration, providing essential programs and services for people affected by HIV disease and helps impacted persons live longer, healthier lives. Major service programs of this part of the Center include the Ryan White Part B (Adult) and D (Pediatric and Youth) programs, the Housing Opportunities for People With AIDS (HOPWA) initiatives and statewide patient service programs, notably, the Minority AIDS Initiative, rural seropositive clinics, oral health expansion programs and the projects to reduce perinatal transmission of HIV.

This is a professional-level consultation and management position. This position serves statewide as the consultant to local health departments, institutions and other agencies regarding the care of HIV seropositive individuals and management of HIV services funding via contracts, unified grant awards and memoranda of understanding. The position is responsible for federally funded and state-funded health and support service programs and mental health service programs in Baltimore City. This position also coordinates transitional case management projects for incarcerated individuals with HIV/AIDS. This position is responsible for program development, administration, management and monitoring, as well as providing consultation and technical assistance to grantees statewide.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and three of which must have been at the managerial or supervisory level.

Notes: 1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
