Introduction

The Job Service Specialist III will work at the advanced level of working with employment and training services, job seekers and workforce development partners to provide the highest level of services that will support the economic stability of the labor force, businesses and the community. This service is provided to Howard County residents and other eligible participants.

Main Purpose of Job

Conducts reemployment workshops for profiled claimants to enhance job seeking skills and to shorten the duration of unemployment. Conduct eligibility review of UI claimants and make appropriate referrals for adjudication.

POSITION DUTIES

Plan job search workshops of not less than six hours duration for profiled claimants and other job seekers.  Prepare and organize materials used in presentations and workshops. Update presentation materials as needed. Conduct job search workshops in a classroom setting on a weekly basis to improve participants job search skills and enhance employability. Update and record required data on each participant using the workforce database. Conduct follow-up with participants.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience in the field of workforce development involving conducting interviews with persons seeking employment and providing assistance to employers needing qualified personnel to fill vacancies.

Notes:

1. Additional experience in workforce development taking job orders from employers, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications, or appraising job applicants for employability may be substituted on a year-for-year basis for the required education.

2. Education at an accredited college or university may be substituted for one year of the required experience at the rate of thirty credit hours for each year of experience for up to two years of experience.

3. Active duty military recruiting experience or career counseling experience may be substituted on a year-for-year basis for the required education or experience.

SELECTIVE QUALIFICATIONS

Successful applicants must have the following: 1 year of experience delivering/facilitating presentations to groups in a professional setting.

DESIRED OR PREFERRED QUALIFICATIONS

Candidate should have knowledge of Workforce Development Program and Unemployment Assistance Programs.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
