Introduction

The Department of Labor, Licensing and Regulation (DLLR), Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for Job Service Specialist III. This position provides workforce development services to businesses and job seekers. This list will be used to fill current and future vacancies in other local offices. Please be advised that frequent travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.

LOCATION OF POSITION

Salisbury, MD

Main Purpose of Job

Assess job seekers and match their skills, knowledge and abilities to the labor market. Conduct workshops for profiled claimants and other qualified job seekers to enhance job seeking skills and to lessen the duration of unemployment. Contact businesses by telephone or other means to solicit job orders. Provide labor market information to businesses and job seekers to enable informed decisions on labor trends and economic conditions by using appropriate resource materials and automated systems Additionally, provide the highest quality employment and training services that will support the economic stability of the labor force, businesses and the community.

POSITION DUTIES

Planning orientations and preparing and organizing materials that will be presented on a regular basis to profiled Unemployment Insurance claimants and other qualified job seekers. Conducting job search workshops to provide overview of one stop, determine continued unemployment eligibility, provide labor market information and provide individual reemployment plans. Completes administrative duties related to workshops and participants and provide reports to unemployment insurance and in the workforce database.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience in the field of workforce development involving conducting interviews with persons seeking employment and providing assistance to employers needing qualified personnel to fill vacancies.

Notes:

1. Additional experience in workforce development taking job orders from employers, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications, or appraising job applicants for employability may be substituted on a year-for-year basis for the required education.

2. Education at an accredited college or university may be substituted for one year of the required experience at the rate of thirty credit hours for each year of experience for up to two years of experience.

3. Active duty military recruiting experience or career counseling experience may be substituted on a year-by-year bases for the required education or experience.

SELECTIVE QUALIFICATIONS

One year experience developing and delivering workshops, seminars, and/or presentations

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have experience explaining labor market information to customers.

Experience conducting workshops on resume preparation, job search techniques and/or interviewing skills is preferred.

Experience referring job seekers to training and/or supportive services is preferred.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.

U.S. Military Veterans may qualify for additional bonus points towards certification.
