Introduction

The Department of Labor, Licensing and Regulation (DLLR), Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for JOB SERVICE SPECIALIST IV in the Work Opportunity Tax Credit unit within the Office of Workforce Development (OWD). Please be advised that frequent travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.

Main Purpose of Job

This position leads staff processing multiple tax credit to enhance employment opportunities for customers with barriers to employment. The main purpose of the positions are to promote, administer, and determine eligibility for the Tax Credit Programs. Tax Credit programs provide an incentive to employers for hiring workers, from targeted populations, who historically have had significant barriers to employment. The tax credit programs under our purview are both Federal and State. As an incentive to employers for hiring hard- to- place workers, these programs are an integral part of the overall Workforce Development mission of enhancing opportunities for both employers and workers.

POSITION DUTIES

Process federal and state Work Opportunity Tax Credits, verifying target groups via automated systems and reviewing applications for accuracy completeness, timeliness and required documentation. This will include accessing, TANF, SNAP, SSI database records and sates of enrollment; verifying DORS participation by telephone and written communications; contacting VA representatives to verify veterans status, contacting Public Safety and Correctional Services to verify Re-entry status and reviewing submitted documentation comparing to database record; researching the Annotated Code of MD to determine crime classification if unable to obtain information from Corrections, Parole & Probation. Determine eligibility for State and federal tax credit programs by determining whether criteria for individual group has been met.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience in the field of workforce development involving conducting interviews with persons seeking employment and providing assistance to employers needing qualified personnel to fill vacancies.

Notes:

1. Additional experience in workforce development taking job orders from employers, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications, or appraising job applicants for employability may be substituted on a year-for-year basis for the required education.

2. Education at an accredited college or university may be substituted for one year of the required experience at the rate of thirty credit hours for each year of experience for up to two years of experience,

3. Active duty military recruiting experience or career counseling experience may be substituted on a year-by-year bases for the required education or experience.

SELECTIVE QUALIFICATIONS

One year of experience delivering presentations to groups of businesses in a professional setting is required.

DESIRED OR PREFERRED QUALIFICATIONS

Demonstrated knowledge of Maryland and federal tax credit programs is desired but not required.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
