Introduction

This is a position specific recruitment for the Department of Public Safety & Correctional Services (DPSCS). The resulting eligible list will be used to fill current and future recruitments for the Department of Public Safety & Correctional Services (DPSCS). Applicants certified to this list will remain eligible for one year.

Main Purpose of Job

The main purpose of this position is to manage the daily operations of the CJIS Storefront and five (5) MVA/HAZMAT locations which allow the electronic submission for fingerprints to the State MAFIS for applicant (non-criminal justice purposes) seeking background checks for various reasons for fingerprint services. (For example: licensing, employment and hazardous material endorsement.) This position also oversees the Private Provider Network and all areas of the operation surrounding the efficient operation of this program. This position encompasses the full performance to the second line managerial levels of administrative staff work related to the administration of departmental policy and/or coordinating agency operations, directives, and procedures designed to accomplish the mission of the agency. This position supervises staff which may be comprised of professional, technical, or clerical workers.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Independently plan, develop, conduct or supervise studies and analysis of agency programs, organizations, procedures or systems
  • Evaluate the efficiency of operations and develops, revises and recommends new policies, standards, and work flow procedures using new technology, as appropriate
  • Supervise or assist in the supervision of specific programs or operational units
  • Prepare accurate statistical reports, workflow charts, and performance measurement criteria applicable to managing for results
  • Implement new policies and regulations as directed by upper management

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

  • Two years of management experience managing multiple levels of employees in a diverse fast paced environment.
  • One year of experience planning, developing, conducting or supervising studies and analyses of programs, organizations, procedures or systems.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
