LOCATION OF POSITION

7800 Harkins Road, Lanham, Maryland 20706.

The Department of Housing and Community Development's Headquarters Office is located in Prince George's County at the New Carrolton Metro stop.

POSITION DUTIES

The Department of Housing and Community Development is seeking qualified candidates for the position of Supervisor of CDA Operations with the Community Development Administration (CDA).  The Supervisor of CDA Operations manages the day to day operations of the Office of the Director. This position has dual responsibilities as a Human Resources liaison and a finance liaison for the largest division in the Department. As the Human Resources liaison, the individual is responsible for coordinating all personnel matters for CDA, which has over 150 employees.  This includes coordinating the recruitment hiring of new employees, conversion of employees from contractual to permanent, and reclassification of positions.  The Financial liaison function manages budgetary activities for CDA. This includes the review, approval, and account coding of invoices and corporate purchasing card purchases for the division. This position also supervises the Office of the Director’s Administrative staff.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants not using the education substitution to meet the minimum experience requirement, must possess:

One year professional experience working with human resources laws, regulations and policies.

OR

One year professional experience working with budgets, fiscal management, and procurement policies and procedures. 

DESIRED OR PREFERRED QUALIFICATIONS

 One year of experience working in the Public Sector.

LIMITATIONS ON SELECTION

Must be willing to work in Prince George's County, Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
