Main Purpose of Job

The Pharmacist in this classification is required to conduct inspections with a high degree of expertise seeking to ensure that legally established standards and regulations are maintained for all in-state pharmacies (including nuclear pharmacies) and wholesale distributorships (establishments). This is accomplished through statewide opening, annual and closing inspections, follow-up visits, and inspections as requested in cooperation with Board investigations or joint investigation with the Office of the Controlled Substance Administration (OCSA), Food and Drug Administration, Drug Enforcement Administration (DEA), or other state, local or federal government agency. The pharmacist will also perform investigations of alleged misconduct of pharmacy business and professional pharmacists and perform investigations of complaints received by the Board regarding the operation of pharmacies and the performance of licenses and/or registered pharmacy personnel. Under the supervision of the Boards' Deputy of Programs, this candidate will gather information from complainants, witnesses and respondents; conduct on-site investigations; obtain signed statements when warranted; prepare subpoenas for obtaining physical or documentary evidence; work with Board members, Board Counsel, Executive Director and Deputy of Programs in developing cases and performing technical tasks; summarize complaints received by the Board and obtain information/evidence needed in the investigation.

MINIMUM QUALIFICATIONS

Education:    Determined by the Maryland State Board of Pharmacy.

Experience:  Four years of experience as a Registered Pharmacist or two years of experience dispensing and compounding prescribed medications, drugs and other pharmaceuticals for patient care at a State facility.

NOTE:  

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Pharmacist classification or Pharmacist specialty codes in the Pharmacist field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

At least two years of experience must have involved working in a nuclear pharmacy as a Pharmacist and involved the preparation of sterile products.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have demonstrated experience in performing inspections of nuclear pharmacies, community and hospital pharmacies and distributors.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates for positions in this classification must possess a current license as a Registered Pharmacist from the Maryland State Board of Pharmacy, 4201 Patterson Avenue, Baltimore, Maryland 21215.  A copy of your license must be attached to your application. 

SPECIAL REQUIREMENTS

1.  Employees in this classification are subject to call-in and, therefore, will be required to provide the facility with a phone number at which they can be reached.

2.  Employees in the classification are subject to substance abuse testing in accordance with the Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
