Main Purpose of Job

The mission of the Infectious Disease Epidemiology and Outbreak Response Bureau (IDEORB) in the Prevention and Health Promotion Administration (PHPA) is to improve the health of Marylanders by reducing the transmission of infectious diseases and helping impacted persons live longer, healthier lives and protecting individuals and communities from environmental health hazards. We work in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring and treatment of these infectious diseases.

In partnership with other IDEORB offices and centers, public and private sector partners, and impacted communities, the Center for HIV Surveillance, Epidemiology and Evaluation (CHSEE) seeks to collect the information necessary to describe the HIV/AIDS epidemic in Maryland, to evaluate and improve the quality of the information collection activities, to analyze and report this information to policymakers and the community for HIV planning, and to evaluate the effectiveness of prevention and services programs targeting the HIV/AIDS epidemic.

The main purpose of this position is to coordinate and manage all stages of Maryland's HIV and AIDS epidemiological analysis and reporting system. This position will be responsible for analyzing statewide data to describe trends of HIV infection, AIDS diagnoses, and HIV perinatal exposures across the state of Maryland, generating reports and statistics and evaluate changes in HIV prevention and health services outcomes. Based on analyses of surveillance data, this position recommends programmatic changes to enhance the effectiveness of various HIV programs across the state. This position will use HIV surveillance data to identify people with disease who require intervention/services and provide linkage and medical services in conjunction with local health departments under the direction of the state epidemiologist (physician). This position will also participate in statewide infectious disease outbreak investigation and response activities.

This position reports to the Epidemiology and Services Evaluation Deputy Chief of Center for HIV Surveillance, Epidemiology and Evaluation.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.  Transcripts should be attached to your application.

Experience: None

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science  classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required. 

DESIRED OR PREFERRED QUALIFICATIONS

The selected candidate will have experience with HIV epidemiological research, analysis methods and experience with SAS.  The successful applicant should have experience with HIV and be able to analyze and interpret HIV epidemiological data. The successful applicant should have experience with data management, quality assurance, data analysis, report writing, and presenting data.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
