Main Purpose of Job

Within the Maryland Department of Health (MDH), the Prevention and Health Promotion Administration's (PHPA) mission is to improve the health of Marylanders by reducing the transmission of infectious diseases, helping impacted persons live longer, healthier lives, and protecting individuals and communities from environmental health hazards. PHPA works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards. This position supports the activities of the Division of Infectious Disease Surveillance by closely monitoring case reports and trends of selected diseases, and by directing and assisting local health departments in disease investigation, reporting, and control activities. This position also enhances mandatory notifiable disease, multidrug-resistant organism, and laboratory-based surveillance through increasing state public health and laboratory capacity to exchange electronic laboratory data and perform quality assurance on such data. The individual in this position will have flexible responsibilities to support both public health surveillance and laboratory reporting efforts, and data interchange between health care and public health sectors; use the National Electronic Disease Surveillance System (NEDSS) page builder to develop NEDSS data entry screens that mirror standard case report forms for improved data completeness and data quality; and develop surveillance reports that visually display and analyze geographic and other surveillance data. Program activities will be conducted in collaboration with the Office of Information Technology and the Laboratories Administration within MDH.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.  A copy of your graduate transcripts should accompany your application (transcripts may be unofficial.)

Experience: None

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science  classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required. 

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate must have a strong interest in both informatics-related tasks and applied public health infectious disease epidemiology. They should be able to pay close attention to detail in reviewing data, and possess strong skills in Microsoft Excel and Microsoft Access. Other desirable skills include knowledge of common laboratory tests used in the diagnosis of reportable infectious diseases, experience with a NEDSS-compliant public health database and ELR-related functions, and strong communication skills for interacting with public health officials and laboratory IT staff.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
