Main Purpose of Job

The mission of the Maryland Department of Health and Mental Hygiene's (DHMH) Prevention and Health Promotion Administration's (PHPA) Infectious Disease Epidemiology and Outbreak Response Bureau(IDEORB) is to improve the health of Marylanders by reducing the transmission of infectious diseases and helping impacted persons live longer, healthier lives and protecting individuals and communities from environmental health hazards. We work in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring and treatment of these infectious diseases. In partnership with other IDEORB offices and centers, public and private sector partners, and impacted communities, the Center for HIV Surveillance, Epidemiology and Evaluation (CHSEE) seeks to collect the information necessary to describe the HIV/AIDS epidemic in Maryland, to evaluate and improve the quality of the information collection activities, to analyze and report this information to policymakers and the community for HIV planning, and to evaluate the effectiveness of prevention and services programs targeting the HIV/AIDS epidemic.

The main purpose of this position is to coordinate and manage all stages of Maryland's HIV and AIDS epidemiological analysis and reporting system. This position will be responsible for analyzing statewide data to describe trends of HIV infection, AIDS diagnoses, and HIV perinatal exposures across the state of Maryland, generating reports and statistics, evaluating changes in HIV prevention and health services outcomes, proposing practices or policies based on findings that promote public health, and providing guidance and advice to entry-level epidemiologists. This position will also participate in statewide infectious disease outbreak investigation and response activities. Based on analyses of surveillance data, this position recommends programmatic changes to enhance the effectiveness of various HIV programs across the state.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: Two years of experience in designing and conducting epidemiological studies and investigations for disease surveillance as an epidemiologist subsequent to receipt of the Master’s degree.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science  classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have experience with HIV and should be able to analyze and interpret HIV epidemiological data.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
