Main Purpose of Job

This position is responsible for inspecting the work of all Aviation Technician Inspector Supervisors/Production Control Supervisors, MSP Avionic Technicians, Aviation Maintenance Technician Helicopter Lead and Aviation Maintenance Technician Helicopter employees. Ensures all aviation maintenance work conforms and is inspected to Federal Aviation Administration (FAA), Maryland State Police (MSP) and aircraft manufacturers' specifications. Serves as an aircraft technical inspector under the Department of State Police Aviation Command Repair Station Certificate issued by the FAA. Ensures all aircraft are maintained and serviced in accordance within timelines and conditions established by manufacturer specifications and regulations of the FAA. Ensures technicians use of the latest revision of the applicable airframe, engines and accessories maintenance data. Performs other duties as required by the Chief Inspector or Aviation Commander.

POSITION DUTIES

Inspects the work of the Aviation Maintenance Technicians, Helicopter; Aviation Maintenance Technician Helicopter Lead, MSP Avionic Technicians and Aviation Technician Inspector Supervisor.

Certifies that the quality of work is in compliance with Federal Aviation Administration (FAA), Maryland State Police (MSP) and the manufacturer’s specifications prior to the release of an aircraft from the maintenance repair facility or after the completion of emergency repairs at a remote location. 

Evaluates discrepancies and recommends proper courses of action. 

Evaluates aircraft components and structures to determine serviceability.

Implements airworthiness directives, manufacturer service letters, service bulletins, information notices and technical publications to insure the airworthiness of all aircraft.         

Determines that appropriate aircraft inspections have been performed properly.

Prepares necessary inspection records, reports, and forms.

Manages a progressive Quality Assurance Inspection Program.

Maintains records of all precision measuring, balancing and test equipment and ensures that calibration checks required to keep this equipment in usable condition are performed.

Maintain regular contacts with FAA Inspectors on issues relating to the operation of a certified repair station facility.

May identify, tag, and accept incoming material including new parts and supplies.

Instructs aircraft technicians on proper repair techniques.

Drives to aircraft maintenance facilities at various locations to inspect aircraft.

Suggests modifications to aircraft maintenance procedures.       

May perform hands-on aircraft maintenance during periods of peak workload.

Will wear the appropriate protective gear. 

Performs other related duties.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of experience in the maintenance of turbine powered aircraft.

Notes: 

1. Graduation from a Federal Aviation Administration’s Part 147 Aviation Maintenance Technician School may be substituted for two years of the required experience.

2.  Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Aviation Machinist Mate classifications or Aviation, Maintenance Management, or Aircraft Maintenance specialty codes in the Aviation Maintenance field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

PREFERRED:  Previous experience as an Aviation Maintenance Quality Assurance Inspector.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a valid Federal Aviation Administration Airframe and Power Plant Mechanic license with current Federal Aviation Administration Inspection Authorization. The license number and date of issue must be listed on the application.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Applicants for positions with the Department of Maryland State Police will be subject to a complete criminal background investigation and a polygraph examination before permanent appointment can be made. A criminal conviction record may be grounds for rejection of the applicant.

2. Some positions in this classification are assigned duties which will require the individual to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.

3. Employees in this classification may be required to provide the facility with a telephone number at which they can be reached or they may be furnished with a cell phone.

4. Employees in this classification must have access to an automobile for use on official business in the event a State vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.

5. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application.  Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST, BETTER or QUALIFIED category.  The list will be used by the hiring manager to select the individual to fill the vacancy. The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. BARGAINING UNIT STATUS

 The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
