This internal recruitment is limited to current Department of Natural Resources, Human Resource Services employees only.

This is a position specific recruitment for Department of Natural Resources, Human Resource Services in Annapolis, MD.  This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function.  Future vacancies may also be filled via other recruitments.  The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources, Human Resource Services is currently accepting applications for a Personnel Associate III (Benefits and Retirements Coordinator).  The incumbent will provide guidance and direction to employees and supervisors regarding policies and procedures relating to on-boarding, benefits, leave, drug testing and retirement.  The selected candidate will be responsible for maintaining personnel, medical and benefits files as well as electronic data bases.  The position reports directly to the Director, Employee Relations Training and Benefits.

 

Some of the duties include:

  • Leads and directs the work of a Personnel Associate II in coordination with the Director.
  • Directs and advises employees regarding benefits and retirement eligibility. 
  • Conducts and coordinates new employee orientations.
  • Coordinates State Employees Leave Bank, Accident Leave, IWIF, leave records and FMLA.
  • Functions as the Agency Technical Representative for drug testing.
  • Assists the Employee Relations Director as needed with processing disciplinary actions and grievances.
  • Acts as the liaison for IWIF and Chesapeake Employers Insurance Workers Compensation 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note:

1. One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.
