Introduction

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from all qualified current Merit and Contractual State of Maryland employees. This position is to provide Para-professional human resources support to the Office of Administration.

Main Purpose of Job

The main purpose of this position is to provide para-professional support to the Human Resources Unit. The incumbent will provide a variety of technical and administrative duties relating to recruitment, classification and compensation, and employment services. Incumbent provides information to employees and general public regarding human resources processes, policies and procedures. The incumbent prepares correspondence, coordinates activities related to recruitment and classification actions, completes reports and maintains applicant tracking system and Workday transactions.

POSITION DUTIES

Duties of this position include, but are not limited to:

RECRUITMENT (PERMANENT, CONTRACTUAL, TEMPORARY AGENCY)

Create recruitment requisitions in JobAps and WorkDay.

Creates and maintain recruitment file.

Receive, advise and assist DLLR personnel in completing and submitting required documentation for permanent, contractual and temporary agency recruitments.

Facilitate tracking of all recruitment documentation through internal signatures and approval tracks (i.e. HFE, Budget Analyst, Office of Fair Practices, Appointing Authority).

Assist with reviewing applications, resumes and supporting documentation (i.e. transcripts, certifications) to determine minimum/selective qualifications.

Update certified list with final interview and selection results.

Notifies candidates of their status via JobAps notifications.

Prepares recruitment forms and correspondence for hiring (i.e. ACF, offer letter).

Complete employment verifications through written or verbal communication with previous employers.

Coordinate pre-employment screening for physical substance abuse and regulatory requirements.

Assist with new offer letters to include establishing entry on duty dates, initial salary and start dates.

Review recruitment transactions in JobAps and WorkDay for accuracy.

Coordinate with Department liaisons the annual review of personal service contracts.

CLASSIFICATION AND COMPENSENSATION

Advise and assist DLLR personnel in reviewing required classification documentations.

Review classifications request for all necessary documentation, completeness, accuracy and appropriate signatures.

Facilitate tracking of classification documentations through internal signature approval tracks (i.e. HFE, Budget Analyst, Office of Fair Practices, Appointing Authority).

Calculate salaries according to state personnel salary guidelines.

Prepare memorandum of actions to Department liaisons and employees.

Process completed classifications request for filled and vacant positions, non-competitive promotions, and acting capacity request in accordance with State personnel rules and regulations through WorkDay.

EMPLOYMENT SERVICES

Complete new employee orientation and onboarding.

 Create personnel files for employee related documentations (including tax withholding, direct deposit,  I-9, emergency information forms, policies).

Coordinates with DBM (WorkDay) for approval of transactions.

Coordinate with OBFS on payroll and new hire issues.

Review and enter PEPs into WorkDay.

Answer questions concerning the application of personnel related rules, relations, policies and procedures.

Responding to inquiries received from the public and employees concerning employee services such as recruitment activities, promotional opportunities, status of actions and test schedules.

ADMINISTRATION FUNCTIONS 

Maintain confidentiality of personnel information and transactions.

Maintain transaction log for all incoming recruitment and classification requests.

Update monthly vacancy reports with status of recruitments, new hires, new vacancies.

Provide monthly reports to Departmental liaisons and hiring managers of each Department's activity.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Notes:

1.  One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Experience in WorkDay.

Experience in JobAps.

Customer service experience in an office setting.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
