Main Purpose of Job

This position performs audit fieldwork and a full range of fact-finding assignments including financial, compliance, and efficiency reviews to ensure the Maryland Department of the Environment achieves its strategic objectives..

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in this position. It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments.

  • Responsible for performing audit fieldwork and a full range of fact-finding assignments including (but not limited to); 

        -reviewing financial and operational transactions, documents, records to obtain facts; 

        -preparing work papers to document audit findings; 

        -assisting in audits for automated data processing systems; 

        -establishing and maintain effective working relationships with operational personnel and colleagues;

  • Responsible for the general analysis necessary to perform audit fieldwork and a full range of fact- finding assignments including (but not limited to);

    -preparing statistical tables and charts, financial summaries, schedules, workflow charts, staff patterns, and organizational charts

    -evaluating the adequacy and effectiveness of internal controls;

  • Responsible for oral and written communication necessary to perform audit fieldwork and a full range of fact-finding assignments including (but not limited to);

    -creating accurate and concise audit work papers;

    -assisting in the recommendation of means to correct unsatisfactory conditions. Other duties as determined by the Internal Audit Manager.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

 Experience: One year of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

 Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

 2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.

 3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Has experience conducting financial or operational audits in a governmental setting.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which may require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified and placed on the cert list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.  

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BENEFITS

Contractual employees who works for any agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee you will responsible for 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled.  The State of Maryland will subsidize the remaining 75% of the cost for these benefits.  You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
