Main Purpose of Job

The Department of Information Technology (DoIT) provides policy direction and technical support to state agencies and offices throughout state government. This position, located within the Geospatial Services / Geographic Information Office (GIO) is responsible for promoting and implementing geospatial policies, procedures, opportunities, and collaboration and integration efforts with other IT, data and mapping initiatives across the state. In particular, this position provides technical assistance in regards to maintenance and enhancement of MD iMAP, Maryland's Enterprise GIS platform and Marylands Open Data program. As well as, serves as a liaison in support of potential and on-going Geographic Information Systems (GIS) initiatives of the Maryland State Department of Education (MSDE), its partners and stakeholders.

In addition, this position implements Geographic Information Systems (GIS) tools and technologies to directly support DoIT's mission of providing IT and GIS services to its customers. This position also provides the development and maintenance of geospatial data and analysis to support customers via the use of GIS technologies in printed, electronic and interactive formats. This position advises DoIT in efforts involving or related to GIS technology and acts as DoIT's ambassador at GIS-related meetings and conferences statewide.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.  

Experience: Two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.  

Notes:  

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.  

2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.  

3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credits from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.  

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must have two years of experience using Esri ArcGIS Desktop 10.3 or greater and using Esri ArcGIS Online.

DESIRED OR PREFERRED QUALIFICATIONS

Successful applicants will have at least two years experience in the following:

*Experience with Educational related spatial and non-spatial data;

*Experience with Open Source Geospatial Products;

*Experience with Open Data products and Solutions;

*Experience with Multiple GIS Industry Products and Solutions (i.e. Esri, Hexagon Geospatial, Pitney Bowes, GeoComm and 1Spatial);

*Certified GIS Professional (GISP).

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.

Employees may be furnished with a pager or cell phone.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
