Introduction

As the historical agency for Maryland, the State Archives is the central depository for government records of permanent value.  Records date from the founding of the Maryland Colony in 1634 to the present day.  The State Archives identifies, appraises, acquires, describes, preserves, and makes physically and electronically available (in a secure and dynamic environment) the permanent records of Maryland’s past, while providing reliable current information to citizens and public officials for the better administration of Maryland government and understanding of Maryland history.  The Archives describes Maryland state, county, and municipal government agencies, and their origin, functions, structure, personnel, historical evolution, reports, and other aspects of Maryland and its history; and encourages the study of Maryland government and history.  The agency also serves as the custodian of the state's fine art collections.

Main Purpose of Job

This position provides senior technical knowledge and support in the Department of Information Technology, a major Archives' program. The incumbent provides specialized expertise in relational database management systems and programming to design, develop, and maintain the computerized collections management systems used to provide intellectual control over the Agency's archival collections. The incumbent also provides IT staff with support in product knowledge, resolving design issues and general troubleshooting. This is a professional position providing electronic access to the archival holdings, a primary component of the mission of the Archives. This position impacts day to day operations of systems and activities supporting the management of archival collections and requires error-free decisions and actions to keep the Archives from experiencing unplanned information outages due to such errors.

POSITION DUTIES

Archival Collection Management Projects. Maintenance, tuning and troubleshooting the computerized collections management systems used to maintain intellectual control over the Agency’s archival collections. Duties include: monitoring daily updates of data; reviewing data integrity; reviewing server status; analyzing data structures; creating scripts and stored procedures as required; creating and maintaining technical documentation for database schemas, scripts, and functional requirements for projects as directed; and participating development, documentation, and deployment of updates to existing systems or the creation of new back end processing; monitor databases for non-compliant activity; design and implement updates to database security as necessary.  

Ingestion of Permanent Data. Duties include: organizing datasets for migration process and review data set information; performing sample data migration to test data rules; participating  in discussions on technical details of data ingestion, including determining rules for data migration; analyzing and reviewing test results and adjusting data rules as necessary; reviewing workflows and data flows and making recommendations as necessary; creating scripts and supporting documentation to support ingest system; creating and maintaining technical documentation for system as directed.  

Records Management. Duties include: assisting in design and implementation of updates to the Archives’ cataloging system; consulting with Agency staff to determine the most efficient configuration of server hardware; implementing installation and configuration of hardware and software for cataloging system; creating and maintaining technical documentation for system as directed.  

MS-SQL Software Upgrades. Duties include: ensuring all database level source code, procedures and triggers are current and functional in new database system; implementing fixes to code depreciated by Microsoft; implementing fixes to database structures and supporting code.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems.

Experience: One year of experience designing, developing, implementing, maintaining and controlling database management systems for computers.

Notes: 1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year experience in data normalization, ingestion, and migration of datasets.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in database modeling. database design, and technical documentation.

Experience in team base project development.

Experience in database security.

Experience in daily administration and monitoring of datasets.

Experience upgrading, implementing and installing DBMS (Database Management Systems) Server Upgrades for the MS-SQL Server line of software.

Experience working with VB.net and CLR (Common Language Runtime) within the Microsoft .Net framework to create stored procedures within MS-SQL Server.

Experience creating encryption and decryption functions for data storage.

Experience working with IBM's DB2Connect installation and usage with a DB2 database.

Experience converting non-Virtual Machine database servers to Virtual Machine database servers

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.
