Main Purpose of Job

The mission of the Maryland Board of Physicians is to ensure quality health care in Maryland through the efficient licensure and effective discipline of health providers under its jurisdiction, by protecting and educating clients/customers and stakeholders, and enforcing the Maryland Medical Practice Act. The Database Specialist is a senior technical expert who directly supports the mission of the Board by integrating and maintaining Board software and hardware for the local and wide area computer networks including operating system software and network communication software. The incumbent supports the Board's mission by providing efficient and accurate access to mission critical data, by adhering to public policies on information dissemination, thereby protecting and educating our clients/customers and stakeholders, and by supplying needed resources to Board staff, ultimately allowing the efficient licensure and effective discipline of health care providers under its jurisdiction. The Database Specialist will provide assistance with analyzing existing legacy PowerBuilder code. Sunset legislation has mandated reporting requirements that need to be added into our BPQA system. The Database Specialist Supervisor will provide PowerBuilder programming guidance to the Database Specialist II. The incumbent receives managerial direction directly from the Chief of the ISD.

MINIMUM QUALIFICATIONS

Education:    Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems. A copy of your transcript should be attached to your application.

Experience:  Three years of experience designing, developing, implementing, maintaining and controlling database management systems for computers.

NOTES:

1.  Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2.  Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3.  Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have 10 years experience on SQL databases-Oracle 11g and 10 years of development experience using PB12 or older.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
