Main Purpose of Job

This position is a highly essential position directing all mission critical mainframe support activities necessary to insure the efficient and effective operation of the DPSCS Mainframe Information System. The DPSCS mainframe is responsible for housing all Maryland Criminal History and also provides said history to the Federal Bureau of Investigation (FBI) as well as Maryland Law Enforcement agencies. The responsibilities include managing the daily operations of the Technical Services Unit, administration of the data communications, operating system, and all hardware and software. The Director articulates the vision for the development of all aspects of the Technical Services Unit, works to motivate and empower staff, and acts as the principal specialist and administrator for the functions specific to the acquisition, processing, and preservation and maintenance of the department's mainframe system. This position is responsible for the overall operational efficiency of the Technical Service Unit, establishing written policies, standards, and procedures, and for setting of the Unit's priorities. The duties and responsibilities of this position require that the incumbent be identified as an EMERGENCY ESSENTIAL EMPLOYEE. As defined in Executive Order 01.013.1981.10 Procedure for Release of State Employees Under Emergency Conditions, an emergency essential employee is one whose duties are of such a nature as to require the employee to report to work or remain at the work site to continue agency operation during an emergency situation. The appointing authority or designee may excuse emergency essential employees from duty, or require their presence, as circumstances and conditions warrant, to maintain minimum staffing requirements for the affected facility(ies). Emergency Essential Employees will be notified of their essential status no later than December 1 or each year.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Direct the operation and activities of the Technical Services Unit.  Leads the planning process within the unit; oversees all aspects of the work-flow between the Technical Services Unit and the Applications Unit; leads and manages the process of evaluating and improving workflow efficiency.
  • Evaluate the performance of subordinate employees.  It is the responsibility of the position to keep abreast of the performance of employees in this section and to insure evaluations are performed in accordance with established guidelines.  Directs and participates in the planning, data loading, configuring, maintenance, general oversight of the department's mainframe system.
  • Preparation of the budget request for all related system hardware, software, staff, and contractual procurements.
  • Oversees the collection and extrapolation of all Technical Services' statistics and the preparation of reports.
  • Document Technical Services' policies and procedures.
  • Attends meetings, participates in special projects and serves on committees relating to the Mainframe system.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Systems, Cyber Security or other information technology related field.

Experience: Three years experience managing mainframe operations.

Notes:
1. Candidates may substitute 2 years of additional experience for 1 year of the required education up to all 4 years of the required education.

EXAMINATION PROCESS

All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
