Main Purpose of Job
POSITION DUTIES
Solid understanding of the State Based Marketplaces (SBM), qualified health insurance plans, federal tax credits, cost-sharing subsidies, carrier transactions and Medicaid policy.
Proven experience in managing and working in a fast-paced organization in the Quality Assurance and Electronic Data Interchange (EDI) operations functions.
Proven successful experience in leading complex software development testing and quality assurance functions, managing large software releases and certifying complex marketplace software solutions for the consumption of general public.
Strong management and interpersonal skills and commitment to foster a cooperative work environment, the ability to motivate cross-functional teams towards achieving common goals.
Proven ability to build collaborations with Federal agencies, State and local governments, non-profit and/or private sector organizations.
Plan, direct, administer and certify testing, quality assurance, quality control and Independent Verification & Validation (IV&V) of all IT products of the Exchange, including the HBX (Health Benefit Exchange) solution, in accordance with the agency’s policies and procedures.
Oversee transmission of error-free 834 Health Insurance Benefit Enrollment data to Carriers ensuring accurate Medicaid consumer enrollments.
Oversee resolution of enrollment transaction issues and enforce compliance with all internal and external reporting requirements, provide timely and accurate reports to various stakeholders including State and Federal agencies.
Supervise and evaluate the work the IT Testing & Quality Assurance and EDI Operations staff and provide technical and administrative leadership in the planning, execution and signing-off on all Health Benefit Exchange (HBX) systems and application deployments, blueprint testing and IV&V attestation with partner agencies such as the Center for Medicare & Medicaid Services (CMS).
Direct the functional units to work collaboratively in the requirements elicitation, development, testing and implementation of HBX solution enhancements and fixes.
Develop, review and implementing policies, procedures and standards for the EDI Operations and Quality Assurance functions.
Provide technical guidance and subject matter expertise to IT leadership team and senior management team of the Exchange, and the external stakeholders at DHMH and DHR in the areas of Quality Assurance, Quality Control and EDI Operations.
Assist the Program Management Office (PMO) in determining staffing requirements, hiring and termination decisions, and contribute to the PMO in planning, development and implementation of long-term IT initiatives for the Exchange.
Support the hiring and managing of Exchange IT staff including setting goals and objectives, conducting performance reviews, monitoring staff and handling personnel issues.
Support the Chief Information Officer (CIO) in developing strategic plans for the Exchange’s quality assurance, EDI operations and data management goals.
MINIMUM QUALIFICATIONS
Education: Possession of a Master’s degree in Management Information Systems, Computer Science, Technology, Engineering or related field.
Experience: Five years of progressively responsible experience in the Information Technology domain related to the position.
