Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System.  The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, supporting over 390,000 active members, retirees, and beneficiaries.  The Agency is embarking on a multi-year re-engineering of its retirement-related business processes, in addition to acquiring and implementing support technologies (e.g., member relationship management, document management, and workflow management) and adapting existing pension administration programs to secure online real-time transaction processing.  All told, this is an exciting time to join MSRA's technology team in this critical leadership position.

MSRA office is located in downtown Baltimore, with access by bus and Metro (Charles Center Station).  Parking is provided in the Agency's building.

Main Purpose of Job

This position is a senior leadership role in the Agency. As Deputy Chief Information Systems Officer, the incumbent is responsible for Operations and Support of all computer production processes, Network Operations, Security, and Systems Development, required to fulfill the primary mission of the Agency. This role ensures reliable support for all Agency functions, responsiveness to Agency personnel, and direct involvement at both strategic and operational (budget, staff supervision, contracts/management, procurement, etc.) levels.  The incumbent is expected to fulfill responsibilities of the CISO when the CISO is not available, and to take the lead for Information Systems in business continuity planning. 

MINIMUM QUALIFICATIONS

Education:  Bachelor's degree or equivalent in business-or technology-related field from an accredited college or university.

Experience: Five years of progressively responsible experience in the Information Technology field related to the position, of which two years is experience in a financial-focused organization such as retirement, treasury, insurance or comptroller operations. 

SELECTIVE QUALIFICATIONS

Two years' experience in (consulting or supervisory) with public sector.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in an organization that administers defined benefit, payroll, or defined contribution plans.  
  • Experience leading project teams assigned to accomplish IT-related initiatives.
  • Knowledge of IT operations (data, voice, and video) in a heterogeneous data center environment, encompassing both batch processing and online real-time transactional processing, and involving significant document management function.
  • Experience preparing requests for proposal documents, reports, and IT policy documents.  Excellent written and verbal communications skills are a must. 
  • Budget preparation and management experience.
  • Knowledge of IT security-related "best practice" for handling and protecting a considerable volume of sensitive data.
  • Significant knowledge of IT disaster recovery and organizational business continuity practices.
  • Experience managing external contractor resources.
