Main Purpose of Job
This position functions as a technical expert for the State Personnel System (SPS) and other Human Resources Information Systems (HRIS) such as: Workday, JobAps and The HUB within the Department of Human Resources (DHR), Human Resource Development and Training (HRDT) by working with functional evaluation teams and committees to execute Human Resources (HR) systems implementation and system re-design requirements. The SPS systems (Workday, JobAps, and The HUB) are agency and statewide systems housed on large client/server type interactions delivered through cloud based platforms. The incumbent in this position coordinates SPS/HRIS operations and provides technical assistance and guidance to 30 local offices and headquarters administrations, i.e., Family Investment Administration, Social Services Administration, Child Support Enforcement Administration and other Operational Divisions; performs DHR specific system documentation; develops and implements supplemental training for DHR/HR systems as needed; and provides personnel system based reports for HR and executive staff.
POSITION DUTIES
Provides operational and technical assistance as an HRIS expert in personnel systems such as: JobAps, Workday, The HUB and other DHR Personnel IT systems to include (HRDT and Local staff, DHR employees and public customers); researches, analyzes and resolves problems and issues related to DHR Personnel systems malfunctions; advises end users on systems malfunction and provides appropriate corrective actions; reviews error codes or messages related to system; tracks trends in issue resolution; recommends system enhancements and modifications to DHR management and DBM/DoIT HRIS administrators; serves as security representative for HR systems and coordinates onboarding and separation reporting to DHR IT and financial systems for appropriate financial and system access termination; represents DHR at statewide personnel meetings and functions; and works with Database Specialist staff to create call tracking information items, worksheets and database collection forms.
MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Human Resources Management, Public Administration, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Notes:
1. Graduation from an accredited high school or possession of a high school equivalency certificate and two years of experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted for the required education.
2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required education.
