Main Purpose of Job

This position is responsible for providing service in the fiscal operations of CSES including, but not limited to: deposits, preparing logs for payments to SDU, researching returned checks, stop payments, voided, forged, and stale dated checks, performing account adjustments and audits. In addition to expedited processing of payments, this position will require researching and resolving all issues involving unprocessed, misapplied, and undistributed funds. The fiscal worker will be responsible for working and maintaining all local fiscal reports.

POSITION DUTIES

At all times, the incumbent will provide customer service to both internal and external customs that meets or exceeds the standards set by the Department. Establishment: Interviews customers telephonically or face to face to obtain testimony to complete the required forms. Analyzes and interprets data and applicable court orders to initiate/update cases. At all times, the incumbent will provide customer service to both internal and external customers that meets or exceeds the standards set by the Department. Location: Locates and relocates non-custodial and custodial parents in order to obtain needed information when researching returned and stale dated checks. Case Maintenance: Maintains case information in CSES by entering, updating, and/or creating date. Documents all action with case action logs. Updates CSES initial data elements to ensure reliable and accurate statistical information. Reviews CSES migrations to monitor changes. Performance Measurements: Maintains compliance with CSEA/Cecil County OCSE performance measures in order to ensure quality service delivery and achievement of agency and state goals. Will maintain federal and state goals by working reports, assisting in reengineering policy or procedures, compiling and analyzing statistical data, and/or completing special assignments from the Assistant Administrator or Supervisor. Customer Service: Analyzes, interprets, researches, and responds to customer's (such as clients, attorneys, foreign courts, employers, etc.) needs by responding and/or reacting in person, by mail, telephone, or fax and updating the case file and CSES as appropriate. Makes appropriate referrals to community resources on behalf of the customers. Responds to customer service work orders. Fiscal: Prepares the log for payments received locally. Provides service in fiscal operations of CSES, including, but not limited to: stop payments, returned, voided, forged, and stale dated checks, account adjustments, and requested/required audits. Expedite the processing of CSES payments by researching and resolving all issues involving unprocessed, misapplied, and undistributed funds. Responsible for all local fiscal reports. Enforcement: Manages and maintains child support cases by monitoring compliance and using enforcement techniques. Prepares audits for civil and criminal court proceedings, attorney, and customer requests. Performs other duties as necessary (i.e. shelter management, PQI, etc.) The Governor has delegated DHR as the primary agency responsible for Emergency Support Function #6. The Governor can dictate an emergency and require state employees to respond.

MINIMUM QUALIFICATIONS

It is imperative to list all computer and software experience on your application pertaining to your job duties.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

 2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

1. One year experience of child support fiscal operations.

2.Experience in and/or knowledge of Federal and State regulations governing child support

3. One year of experience in accounts payable and receivable.

LIMITATIONS ON SELECTION

Candidates must be willing to work in Cecil County which is located approximately 55 miles north of Baltimore off of Interstate 95; last exit before the MD/DE line.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
