Main Purpose of Job

This position will process invoices through the Financial Management Information System (FMIS) for vendor payments; review payment authorization and checks for accuracy for documents processed through the Automated Fiscal System (AFS); processes Corporate Purchasing Card spreadsheets, and completes Maryland's State Government Corporate Purchasing Card (CPC) distribution through Maryland's Relational Statewide Accounting and Reporting System (R*STARS) journal entry.

POSITION DUTIES

Processes invoices thru the Financial Management Information System (FMIS) for payment for clients (physicians, logging, etc.), employees expense reimbursement, and direct voucher payments to various vendors for services. Reviews payment request documents and checks processed thru the Automated Fiscal System (AFS) for accuracy for Admin./Assistance account expenditures. Processes Client Automated Resources Eligibility System (CARES) emergency Assistance Payments, and Corporate Purchasing Card spreadsheets. Responsible for entering new vendor information in Maryland’s Children Electronic Social Services Information Exchange (CHESSIE). At all times, the incumbent will provide customer service to both internal and external customers that meets or exceeds the standards set by the department.

MINIMUM QUALIFICATIONS

It is imperative to list all computer and software experience on your application pertaining to your job duties.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

 2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. One year of experience using the Financial Management Info. System (FMIS) in payment processing, journal entries, deposits and tracking FMIS transactions. 

2. One year of experience using a State Corporate Purchasing Card.

3. One year of experience using the Maryland Children's Electronic Social Services Information Exchange System (MD CHESSIE) transaction entry and tracking program.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
