Main Purpose of Job

This position provides assistance to the Montgomery County Office of Child Support Administration located within the Department of Human Services in posting child support payments to the Child Support Enforcement System (CSES) by maintaining accounts, accepting and processing child support through the scanning process. The incumbent in this position also works with the Establishment and Enforcement Units by providing escrow reports and determining the best course of action required to disburse payments to custodial and non-custodial parents.

POSITION DUTIES

Reviews adjustment requests and documentations for corrections, completions and adjustments of accounts; updates accounts information and deletes accounts when it is required; maintains documentation of account transactions and records in CSES case action log; maintains account maintenance control log; provides customer service to both internal and external customers; receives, processes, and batches support payments; issues receipts and handles customers service inquires; accepts applications and fees for child support enforcement services; reviews applications for completeness; provides information to the custodial and non-custodial parents about the Child Support Program; refers customers to community resources and programs; works with other State child support agencies to resolve payment discrepancies; processes and scans payments through the State Disbursement Unit in compliance with Child Support Enforcement Administration standard operating procedures for electronic payment processing; reviews Fiscal Escrow Reports, determines the appropriate payee in order to disburse payments and/or determines the reason the payment remains in escrow and takes appropriate action for disbursement; and locates payee(s) to disburse payments to the correct address.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

SELECTION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
