Main Purpose of Job
POSITION DUTIES
Instructs local finance offices on the appropriate Client Automated Resources and Eligibility System (CARES) rules and data in the issuance of benefits, including the Issuance Request (ISRQ) process.
Provides technical guidance and direction concerning CARES Fiscal policies and procedures to all Local Department of Social Services (LDSS).
Maintains and updates the perpetual check inventory spreadsheet; logs input and output, compares the monthly physical inventory and reconciles blank check stock to inventory.
Reconciles the Central Collection Units (CCU) collections reports against the CARES interface and exception reports and follow up with LDSS regarding unrecorded receipts and unresolved issues.
Reviews and verifies the accuracy of the clearing reports from The Maryland State Treasurer's Office by requesting the daily cash settlement drawdown from the Wells Fargo and the food stamp settlement Federal drawdown from Automated Standard Application for Payments (ASAP).
Verifies the CARES PA EBT registers to the daily activity report (authorization) by reconciling CARES and Electronic Payment Issuance Card (EPiC) Maryland EBT data.
Organizes the storage of CARES Fiscal Unit documents to facilitate ease of retrieval for auditors and staff to meet retention requirements.
Distributes CARES reports to staff for processing; reviews internal Standard Operating Procedures; and performs other related duties.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.
Notes:
1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.
2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.
The ideal candidate will possess the following:
1. Six months experience using an accounting database.
2. Six months experience in auditing and reconciling bank accounts.
3. Six months experience creating spreadsheets and reports.
