Main Purpose of Job

Position is to work as a team supervisor and carry out the full functions of the level of work performed by the finance officer at his/her absence. Develop, update and implement automated spreadsheets so as to appropriately complete audit reports as required. Ensure adherence to the requirement of the State Finance and Procurement Article of the Annotated Code of Maryland, specifically, Section 15-103 that all invoices received by the State, including foster care requests for payment, must be paid within 30 days.

POSITION DUTIES

This position must verify reports and properly check the accuracy of the reports submitted. Supervise and provide training for the fiscal staff so as to be able to perform their required job functions. Prepares analysis of a budget code change if needed. This position must communicate effectively by telephone, in writing and by personal contact with supervisors, contemporaries, and other personnel in other local departments to meet objectives.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated and include any computer software experience (ex. Word, Excel, Access, etc.) used in each of the positions you held.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Note:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Candidates will have the following:

One year experience in a supervisory role.

One year experience performing audit functions.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
