Main Purpose of Job

Responsible for the overall supervision of the Budget Unit including but not limited to budget development and preparation, monitoring of expenditures, budget projections and control, and analysis of spending on the programs of Baltimore City Department of Social Services in conjunction with both budgeted and non-allocated programs. Responsible for the certification of available funding for requested expenditures. Provides managerial supervision to Agency Budget Specialist Supervisors and general supervision to the Agency Budget Specialists in the performance of their duties and responsibilities. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department.

POSITION DUTIES

Reviews, approves and forwards the budget analysis and recommendations of the Agency Budget Specialist Supervisors and Specialist. On an annual basis, ensures the development of the budgets of the various programs of BCDSS utilizing the latest management analysis tools and the budget preparation instructions of the Maryland Department of Budget and Management, the Budget Management Division of the Department of Human Resources and Finance Office of BCDSS. On a monthly and quarterly basis, ensures the development of reports for current appropriations, monthly and quarterly expenditures, encumbrances and available balances at the subprogram/sub-object level of expenditure and the program/object level of expenditure. Ensures that Supervisors and Specialist use modern business techniques of data collection and analysis including but not limited to trend analysis, zero based budgeting and incremental budgeting to produce their recommendations for budget requests, recommendations and allocations. On a daily basis, ensures the review and approval/disapproval all MD CHESSIE Service log requests approved and forwarded from program.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in accounting or finance from an accredited college or university.

Experience:  Eight years of experience in budgeting, accounting, and auditing,  four years at a supervisory or management level.

SELECTIVE QUALIFICATIONS

The above experience must also include the following:

Two years of experience with State Financial Management Systems such as the Financial Management Information System (FMIS), Budget systems Hands On Budget Office (HOBO) Relational Statewide Accounting and Reporting System (RSTARS) and Advanced Purchasing and Inventory System (ADPICS).

AND

Two years of experience in providing a justification for the budget requests submitted to the Department of Budget and Management (DBM), the Department of Legislative Services (DLS) and the General Assembly.
