Main Purpose of Job

This position provides consultation and guidance for local fiscal management through the review of Local Departments of Social Services (LDSS) fiscal policies, and operations. This requires close coordination and cooperation with the Department of Human Services managers of programs and administrative units, local Directors and Finance Officers to evaluate fiscal management needs, development, and implementation of fiscal policies and procedures, as well as the monitoring of LDSS fiscal operations to assure maximum efficiency and effectiveness within local, State, and Federal requirements.

POSITION DUTIES

Reviews State and local financial policies, and makes recommendations on changes in fiscal policies; assures that policy issuances comply with State and Federal fiscal policies and accounting principles; identifies and resolves problems and issues of fiscal policies between State administrations and the local departments to assure that all policies envisioned can be implemented by LDSS.

Provides consultation to local Directors on recruitment, selection, and hiring of local Fiscal Officers; assures documentation of local department fiscal personnel deficiencies for use by the local Director if negative personnel actions seem warranted.

Conducts on-site reviews of accounting and fiscal management practices in LDSS; serves as the main point of contact for local Finance Officers on all fiscal related matters; assists local departments in developing corrective action plans and implementations; and coordinates the use of information and recommendations from fiscal-oriented reviews completed by Child Support Administration (CSA) or Family Investment Administration (FIA).

Assures that local departments develops and implements corrective action plans in response to audit findings and approves the proposed corrective action plan; assists with preparation of responses to legislative audits as they pertain to local departments, and evaluates audit findings to identify areas needing review in all local departments; and consults with local Finance Officers to assure that all legislative audit findings are addressed.

Secures the necessary training resources, identifies and conducts orientation and ongoing training needs for local department Finance Officers as well as assists in the professional development of fiscal staff; and performs other related duties.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university, supplemented by three credit hours in auditing.

Experience:  Five years of auditing experience and possession of an active certificate as a Certified Public Accountant (CPA).

Notes:

1. Candidates may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.  

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

 

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
