Main Purpose of Job

Demonstrate overall fund accountability of the Division's Maryland Business Enterprise Program which services blind and vision-impaired consumers. The position serves as the lead accountant and executes all accounting functions to satisfy agency practices, federal program requirements and indepdendent audit needs. Inspect monthly credit cardholder submissions and distribute default charges to proper cost centers through FMIS transaction entry.

POSITION DUTIES

MARYLAND BUSINESS ENTERPRISE PROGRAM (MBEP). Oversee the execution and record-keeping of commission and benefit payments to licensed managers Prepare and present monthly operating results to management Prepare/coordinate payroll and related business returns for Program-managed vending facilities if they occur Prepare year-end Trial Balance and subsidiary Balance Sheet schedules for the annual audit Prepare 1099-reportable transactions for management review.

CREDIT CARD COSTING.  Allocate default cardholder charges to applicable cost centers and expense objects through FMIS transaction entry.  

BUDGET.  Develop annual budget for the MBEP in accordance with State budget standards. Assist in the preparation of the necessary budget submitals required by DORS

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

 2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

 5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

 6.  Applicants may substitute one year of experience preparing a State of Maryland budget or one year of preparing State of Maryland Balance Sheets/income Statements for one year of the educational requirement for up to four years.

SELECTIVE QUALIFICATIONS

Experience working with State of Maryland budgets and FMIS is required.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of or application of Generally Accepted Accounting Principles; experience in converting financial transactions to monthly Profit & Loss reports,   annual Trial Balance and subsidiary schedules;  experience analyzing financial data or determining compliance with federal/state policies and procedures; familiarity with government accounting or commercial accounting systems or accounting software.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
