Main Purpose of Job
POSITION DUTIES
Monitors all financial aspects of a Department-wide major IT project; ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for funding; develops financial worksheets, templates and data models for tracking and reporting; prepares, analyzes interprets financial and statistical reports.

Communicates effectively the project financial status to various audiences; participates in presentations to Federal and State officials and control agencies to provide information that supports compliance with funding requirements and legal mandates; reports project month and year-to-date financial budget-to-actual status monthly and monitors vendor contracts, and report monthly on cost by vendor.
Participates in the management, control of costs and schedules of project contracted vendors; contributes to ongoing communication between management and vendors of project status, business impacts, risks and approaches to address business needs; participates in the preparation of contract work budgets and schedules, and performs financial analysis such as funding profiles, sales outlook and variance analysis.
Develops spreadsheets, templates and data models for tracking, fiscal monitoring and reporting.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
4. Applicants may substitute one year of professional auditing experience for one year of the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience
as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal Candidate will possess experience in the following:
*Financial Management Information System (FMIS), Relational Statewide Accounting and Reporting System (R*STARS) and Advanced Purchasing and Inventory Control System (ADPICS)
*Advanced Microsoft Office skills
*Related experience with a Bachelors degree in Finance, Math, Business or related field
*Familiarity with resource planning, vendor maintenance, contracts and subcontracts management, as well as risk mitigation
*Experience performing financial management analytics and reporting, and effectively communicate status to various audiences

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
