The Maryland State Retirement Agency has a permanent opening for an Accountant Supervisor II within the Administration Division's Data Control Unit, located 120 E. Baltimore Street, Baltimore, Maryland.

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System. The System is a multi-employer, public employees' defined benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 200,000 active members and more than 150,000 retirees and beneficiaries.

Main Purpose of Job

This Accountant Supervisor supervises the Payroll Collection and Payroll Maintenance Sections of the Data Control Unit. These Sections are responsible for collecting, updating, verifying, and reconciling over 5,000,000 individual payroll transactions each year. These payroll transactions update the Agency's Active Master File Database that tracks the salaries, service, and member contributions for almost 200,000 active members of the Maryland State Retirement and Pension System.

This position supervises a staff of six positions to successfully update payroll transactions on a weekly basis and is responsible for maintaining the reconciliation of the System's Annuity Savings Fund with a balance of more the $7,000,000,000.

POSITION DUTIES

This position is responsible for the following but not limited to these duties:

  • Plans and organizes the available resources to meet the goals of the Employer Reported Maintenance and Collection Group.
  • Supervises staff assigned to the Employer Reported Maintenance and Collection Group.
  • Develops and maintains written Group procedures.
  • Communicates effectively with internal and external customers.
  • Interprets and develops expert level understanding of Pension Law and regulations as they relate to the Employer Reported Maintenance and Collection Group.
  • Special projects and other duties as assigned to assist the Data Control Unit in meeting its goals.
  • Participates in the recruitment, interviewing and hiring of new staff.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required general experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Proficient in using Microsoft Excel (i.e. using pivot charts and formulas).   

At least two years’ demonstrated experience performing complex reconciliations.

This position is open only to current employees of the Maryland State Retirement Agency.

Best Qualified, Better Qualified, or Qualified are the rankings used for successful candidates. These candidates remain on the employment (eligible) list for at least one year. The hiring Agency will use this list to select employees.

The examination consists of a rating of your education, training, and experience as presented on your application and its relationship to the requirements of this position. Completion of a supplemental questionnaire may be required and be incorporated as part of the rating process.
