Introduction
The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System. The System is a multi-employer, public employees’ benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 200,000 active members and more than 150,000 retires and beneficiaries.
The Agency is recruiting to fill two Accountant Manager II positions. The first position will serve as the manager of the Purchases & Military Service Maintenance and Retirement File Maintenance Sections, and the second position will serve as the manager of the Enrollments, Employer Reporting Maintenance & Collection and the Employer Reporting Adjustment Sections. Both positions are Management Service and serve at the pleasure of the Appointing Authority.
These positions require a working manager that is a hard worker, dedicated employee, that is a quick learner and ready to work in a fast pace environment with established deadlines.

NOTE: Current State employees' salary will be based on the State's Salary Guidelines. New employees (never employed by the State of Maryland) salary will be negotiated dependent on qualifications.

Main Purpose of Job
These positions are assigned to the Agency's Data Control Unit.
Position 1 (005331): This senior level position serves as the manager of the Purchases & Military Service Maintenance and Retirement File Maintenance Sections, ultimately responsible for the Agency's most important function: creating the payments to the 155,000+ payees who receive monthly benefits. The accurate creation of these payments involves the reconciliation of adding new payees to pension database system (MPAS), removing deceased payees from MPAS, processing tax withholding requests from payees, and processing deduction files (primarily health deductions) from the Dept. of Budget & Management and other employers. Additionally, this position is responsible for overseeing the reconciliation of all payment files (pension benefits, death benefits, and refunds) so that the accurate tax reports can be submitted to the IRS and accurate tax statements (1099-R and 1042 forms) can be sent to payees each year.
Position 2 (005309): This senior level position serves as the manager of the Enrollments, Employer Reporting Maintenance & Collection and the Employer Reporting Adjustment Sections, and is responsible for all functions related to collecting, validating, updating, and reconciling incoming payroll data and member contributions for over 200 employers and nearly 200,000 active members. This position has the ultimate responsibility to make sure that the System's Annuity Savings Fund (current balance in excess of seven billion dollars) is reconciled between the MPAS database and the Agency's General Ledger. The position is responsible for ensuring that payroll is being reported accurately and timely by all of the payroll reporting centers and quickly identifying and correcting any systemic reporting errors or delays. This position also manages staff responsible for ensuring that new members are enrolled in the proper system and that transfers by members between systems are completed correctly.
MINIMUM QUALIFICATIONS
Education: A bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Five years of experience examining, analyzing and interpreting financial data, reconciliations and adjustments including three years of experience leading or supervising employees.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. MBA or CPA (please provide copy of degree or certification);
2. Experience working within the operations/administration of a defined contribution retirement plan; defined benefit retirement plan; or comparable complex organization;
3. Internal or external audit experience.
