Main Purpose of Job

A Procurement Analyst I, Budget and Management is the intermediate level of work ensuring appropriate and consistent Statewide interpretation of and compliance with State procurement or contract laws, regulations, policies and procedures. Employees in this classification provide direction and guidance to procurement or contract staff of State agencies, but do not supervise. Employees receive moderate supervision from a Procurement Analyst Supervisor, Budget and Management and may also receive direction and guidance from a lead analyst or the chief of procurement. The work may require travel throughout Maryland to perform on-site visits at State agencies.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two years of professional public sector procurement, or private sector contracting experience, which included activities such as advertising procurement opportunity, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, coordinating evaluation committees, conducting vendor debriefings, and monitoring contract performance.

Notes: 

1. Additional experience as defined above may be substituted on a year for year basis for the required education.

2. A Doctorate of Jurisprudence (JD) or a Master’s degree in Business Administration may substitute for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in logistics specialist classifications or administrative support specialty codes in the financial management field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

Desired or Preferred Qualifications:  

1. Commercial contract or subcontract management experience (any amount of time);

2. NCMA certification (CPCM, CCM, CFCM) or equivalent certification

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
