Introduction

THIS STATEWIDE RECRUITMENT IS BEING CONDUCTED TO ESTABLISH A LIST OF ELIGIBLE CANDIDATES TO BE USED TO FILL CURRENT AND FUTURE VACANCIES IN MARYLAND'S LOCAL DEPARTMENTS OF SOCIAL SERVICES AND REGIONAL OFFICES OF CHILD SUPPORT ENFORCEMENT.

ALL approved candidates will be placed on this list of eligible candidates as Best-Qualified and will remain on the list for a period of one year (after which candidates will need to reapply when this classification is reposted). Placement on this list as Best-Qualified makes a candidate available for recruitment but is not a guarantee that the candidate will be interviewed for any given vacancy. Main Purpose of Job

This position acts as a supervisor for the four levels of child support staff (Trainee, I, II, Lead) responsible for providing locations, establishment, fiscal and enforcement services to child support customers in accordance with Federal, State and local child support policies, procedures and guidelines. This position supervises the daily operations of the division's activities, evaluates and develops staff's ability to effectively manage and process casework, manages staff's work distribution to maintain system compliance and motivates employees to achieve high performance.

POSITION DUTIES

Designates the workload of employees, monitoring the amount of work and making reassignments as necessary.  Answers questions, handles complaints, and counsels employees regarding job duties, office policies and problems.  Prepares PEP's and conducts evaluation/counseling session with employees.  Coordinates leave of employees, recommending approval or disapproval of leave requests as necessary to adequately staff the team.  Trains staff members in their established job duteis and various automated systems.  Delegates and prepares responses to customer letters.  Establishes corrective action plans where indicated and monitors for improvement.  The individual's work will be reviewed by a Division Manager for achievement of service, office goals, and in accordance with Federal, State and local policies and procedures.

MINIMUM QUALIFICATIONS

Education: An Associate of Arts degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university.

Experience: Three years of experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain and enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations.

Notes:

1. A Bachelor’s degree from an accredited college or university may be substituted for the required education.

2. A Bachelor’s degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university may be substituted for the required education and one year of the required experience.

3. Experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain or enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations may be substituted for the required education on a year-for-year basis.

4. Experience determining eligibility for government assistance programs may be substituted for one year of the specific program experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

If you are in State service and are a promotional candidate, your salary will be determined in accordance with the State of Maryland Salary Guidelines.

The assessment may consist of a rating of your education, training, and experience related to the requirements of the position.  It is important that you provide complete and accurate information on your application.  Please report all experience and education that is related to this position. 

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must accompany the application.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
