Main Purpose of Job

The Medical Director of the Behavioral Health Administration provides clinical oversight of state-wide behavioral health services; oversees the planning and development of new services; provides overall clinical oversight to specified state operated mental hospitals and other treatment facilities; collaborates with other relevant service agencies in developing an integrated, coherent, consumer-centered service delivery system; and provides specialized clinical, programmatic, and consultative resources to the Behavioral Health Administration ; agencies of local jurisdictions and counties. This position reviews certain standards of care, utilization review and concurrent treatment authorization for publicly funded health services; develops, with the assistance of supervisor and Deputy Directors within BHA, new treatment models for health services, system plans, clinical information systems, clinical procedures, and tracking mechanisms for Administrations. This is a management position directly responsible to the Director of the Behavioral Health Administration and the incumbent represents the Administration in the absence of the Director. The position consults to MDH and participates in public health policy discussions and planning.

MINIMUM QUALIFICATIONS

Requires a Medical Degree from an accredited medical school, Board Certification in Psychiatry, and five years of medical practice or public health experience in the clinical care of patients with mental illness and substance abuse, three of the five years of experience must have been at a supervisory or administrative level in a health care organization or system. 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates will have administrative experience in managed care, knowledge about the Maryland Behavioral Health Care system, and/or current board certification through the American Board of Addiction Medicine.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.
