Main Purpose of Job

The HR Officer I serves as the agency's chief risk management officer. The HR Officer I works to improve workplace safety via submission of safety recommendations and creation of action plans for maintaining safe work environments to prevent subsequent on the job injury. The position observes trends in on-the-job injury incidences and develops programming to address the trends in an effort to reduce agency compensation claims and costs. The position is also responsible for serving as a DJS agency appeal and grievance conference officer and serves as an agency HR representative at the Office of Administrative Hearings.

POSITION DUTIES

Risk Management Coordination – Develops and coordinates standardized facility inspection and procedures. Analyzes employee accident data, identifies significant trends, problems or potential risk areas and develops plans to reduce identified risk.  Provides technical advice on safety and risk management issues to agency heads, program managers and supervisors.  Serves as the chairperson for the agency Risk Management Team and serves as the agency’s primary liaison to the State Employee Risk Management (SERMA) Committee.  The position reviews claims with claims adjustor and consultants with the Injured Workers’ Insurance Fund (IWIF)

Employee Relations – Acts as a MD Department of Juvenile Services (DJS) hearing officer responsible for hearing employee disciplinary appeals and grievances at first and second step hearing within the agency; represents the agency at Department of Budget & Management (DBM) settlement conferences. Interprets and applies personnel-related laws, regulations, policies and procedures relevant to the State Personnel Management System.

Return to Work Program – Manages the Return to Work Program at various DJS facilities, acts as liaison between the Office of Human Resources, management, IWIF and employees regarding approval and administration of the program and partners with IWIF regarding claim management.

FMLA   Administration – Assists with interpreting and applying state and federal laws to ensure consistent and equitable application of the statute.

Undocumented Sick Leave Program Administration – Assists with providing technical advice and guidance to DJS supervisors and managers on how to implement the policy within DJS.

 

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:


1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employer relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Of the above required experience one year must be experience in risk management.  (The selective qualification is applicable if you are not using the educational substitution)  

DESIRED OR PREFERRED QUALIFICATIONS

1. More than one year experience with risk management coordination that includes site inspections, analysis of employee accident data, compilation of statistical data regarding injuries, development of plans to reduce identified risks and provision of technical advise on safety and risk management issues to agency heads, program managers and supervisors.

2. One year experience conducting disciplinary appeals and grievance disputes to include representing a party at settlement conference(s). 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Applicants who meet the Minimum Qualifications and Selective Qualification will be placed on the eligible list categorized as Best Qualified, Better Qualified, or Qualified. Candidates shall be certified to the eligible list for a year. Successful candidates will be placed on the employment (eligible) list for at least one year.   This list will be used by DJS hiring agency to select employees.
