Main Purpose of Job

The main purpose of this position is to serve as the  Deputy Assistant Director for the Baltimore City Department of Social Services Office of Human Resources (OHR). This position will provide principal assistance to the Assistant Director, OHR in the planning, organizing, directing, supervising, managing and evaluation of office functions and activities. In doing so this position is responsible for ensuring accurate interpretation and implementation of personnel law, guidance and rules and regulations for approximately 1,700+ employees.

POSITION DUTIES

This position is responsible for activities associated with Hiring, Classification & Compensation, Benefits, and Workday. This position also represents the Assistant Director, OHR as appropriate delegated authority to sign and process transactions to appoint, promote, reclassify, transfer, and reassign employees under the Director's jurisdiction. Ensures all requests are in compliance with applicable procedures, regulations, laws and guidelines. Represents management at first & second step grievance conferences, settlement conferences and at the Office of Administrative Hearings. Interprets and implements personnel law, guidelines and regulations. Provides oversight for the implementation of agency-wide policies and procedures in the area of Human Resources. Consults with and provides guidance to agency's leadership team, program administrators, managers and supervisors regarding all areas of personnel services. Plans, directs, manages, supervises and evaluates the daily activities related to Workday, Benefits, Hiring, and Classification and Compensation. Manages the timely dissemination and retrieval of employees State issued equipment; allocation of new and replacement ID Badges, timely and precise new hire work order requests. Oversees the tracking of employee sick, accident, and FMLA leave usage. Manages the timely deletion/change of employee security systems access. Manages day-to-day operations of the Classification and Compensation Unit to ensure all positions allocated to the agency are appropriately classified and compensated. Oversees hiring efforts for vacant positions in accordance with the exception request process established by the Department of Budget and Management. Ensures timely completion and transmittal of exception requests to Department of Human Services Central.

MINIMUM QUALIFICATIONS

It is imperative to list all computer and software experience on your application pertaining to job duties.

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for up to two years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

If you are not using the substitution to be approved, you must have the required Selective and Minimum Qualifications.

Two years of experience in management oversight with the usage of WorkDay and JobAps to initiate and complete requisitions

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will posses

1. A Masters degree in Human Resources or related field  

2. One year of experience participating in appeals or grievance hearings related to employment

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
