Introduction
This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

This position is responsible for the direction and day-to-day management of all HR Operations within the Department of Public Safety and Correctional Services (DPSCS). The incumbent directs the activities affecting the management staff under the direction of the Executive Director of the Human Resources Services Division. The incumbent supports the Executive Director of the Human Resources Services Division in the management and development of all Human Resources operational staff and in division-wide policy development and implementation.
POSITION DUTIES
Provides guidance, technical assistance and direction to the DPSCS HR Administrator III/Recruitment and Employment Services Unit Manager, HR Administrator II/Regional Operational Support Manager and HR Administrator II/Field Recruitment and Special Projects Coordinator.
Develops and manages agency wide promotional process for high level and high profile classifications.
Develops and Interprets State Personnel and Pensions Article and Code of Maryland Regulations, Department of Budget and Management Guidelines, and develops, adapts and implements Departmental policies to meet unique agency needs within the various field HR operations.
Serves as the Subject Matter Expert for the State Personnel System implementation and utilization.
Supports the Executive Director of HRSD with back-up responsibilities in all areas of leadership and management of the various units within the Division. Advises management and executive level staff on the interpretation of the Memorandum of Understanding as it relates to HRSD.
Performs audits of departmental HR offices to determine compliance with policies and guidelines developed by the Department of Budget and Management as well as those developed by the Office of the Secretary of the Department of Public Safety and Correctional Services. Identifies problem areas and advises agency HR Officers of the need for corrective action.
Writes performance standards and evaluates all HRSD Managers according to the Performance Planning and Evaluation Program.
Serves on policy committees, interview panels, work groups and other initiatives at the request of the Secretary, Deputy Secretary, Executive Director, and other administrators and directors as needed.
MINIMUM QUALIFICATIONS
Education: Possession of a Master's Degree from an accredited college or university
Experience: 5 years of senior level management experience 2 years of which would include multiple Human Resource units in multiple locations (equivalent to regional, divisional or corporate levels), development of recruitment processes, development and implementation of Human Resource standard operational procedures and development and management of high level police or correctional promotional processes.
Note:
An additional 2 years of senior level management experience may be substituted on a year-for-year basis for up to two years of the required education.
For education obtained outside the United States, you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. This evaluation must be submitted with your application.
SPECIAL REQUIREMENTS
Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
